Writing Statements of Work or Statements of Requirement?
People faced with this task may be knowledgeable on the equipment or service they want to procure; but, most of them have never had to write a Statement of Work (SOW) or Statement of Requirement (SOR) before. Let’s face it, this was never part of the job training, right?
Many contracts fail to deliver everything that the buyer intended to purchase and this is especially true in service contracts (hiring a person or people to do something for you). Most often this is because the person writing the SOW or SOR was not trained on how to define requirements accurately or how to create objective vs. subjective evaluation criteria. The biggest mistake we see is that the buyer tried to define the solution, not the requirement.
